Add sites without SSH

In the event you don't have SSH or FTP access, add the ability to be able to still add a website to perform updates, backups, etc.

I'm definitely interested in implementing this. The main reason I haven't yet is because I'm worried it will lead to too much extra maintenance. I'll look into it as soon as possible and will try to work out a way to add it without duplicating too much stuff.
